摘要
"三层三分法"体系产生于前沿国际贸易与国际物流的实践与教研经验的结合。第一层是三个系统的单证:流出—出口单证系统,流入—进口单证系统和对流—先进后出的加工贸易单证系统;由此向下,深入到各流向所属的单证之运作目的,归纳出第二层各流向的三套单证:商检单证,清关单证和结算单证;接着,将各套单证展开于第三层,终结性地以其属性分解为:自制,填制和签发三组单证。由下向上,便构成了"成组,成套,成系统"的科学合理,完备明晰的作业规范式国际物流单证体系。其后,文中以当代供应链理念充分阐明了本体系的归纳依据,并强调了本体系的单证训练规范和检验标准。
The system,＂Tri-hierarchy and Tri-division ＂was born from a combination of front operational practice in international trade and logistics with teaching experiences. The 1st hierarchy shows documents in three systems. Out-flow, export; In-flow, import and Reciprocal-flows, tolling trade of both import and export. Further-more, according to operational purpose three sets of documents are induced to the 2nd hierarchy as, inspection, clearance and settlement documents. And then the 3rd hierarchy is deployed to conclude a breakdown depending their attributes as self-made, filled and issued documents. Therefore from bottom to top this make up of the international logistics documenting system, which is scientific, perfect, explicit with operational norms. Finally the paper explains the evidence for the systematic induction and stresses on the training regulations and checking criterion.
