Based on the scientific proposition and the strategic target which were put forward for the first time on the cultural power in the sixth plenum of seventeenth CPC central committee, the 18th CPC National Congress stressed the promotion of the socialist culture power. In the construction of socialist culture power, talent is the key and constructing the socialist core value system is the fundamental task. In the new period, colleges and universities are not only the principal place of talent training, but also the important base of the cultural inheritance and innovation, which must play an important role in the construction of socialist culture power. It＇s their unshirkable responsibility to develop a strong socialist culture in China.
