转型发展背景下地方本科院校校院二级管理的优化

Optimization of Two-level Management of Local University under the Circumstance of Transformation

校院二级管理已是地方高校普遍采用的管理模式。其理论依据主要有管理幅度与层次相适应、适度集权和分权、复杂理性人假设等,在管理过程中存在权力下放不全面、目标制定困难和评估不合理的问题,优化的途径有领导层理念的转变、组织的变革、健全规章制度和中层领导干部能力的提升。

The two - level management at the university and in a school is the main managerial system at local universities. The theories for the management are corresponding managerial level and range, proper con centration and division of power and the assumption of complicated and rational human. There are such problems in the management as ： inadequate division of the power, difficulties in setting goals and ill evaluation of the goals. The optimization of the management includes shifting leader＇s concept, reforming of organization, sound system and the improvement of the school＇s leaders.
