海洋可再生能源政策研究

Research on the Policy for Marine Renewable Energy

改革开放以来,经济大发展使得能源的需求不断增加,随之而来的经济、环境问题也越来越多地暴露出来。而可再生能源是新兴能源,不会枯竭,且有利于环境可持续发展,这种情况下我国出现了有利于可再生能源发展的宏观环境,尤其是我国的财税政策,对可再生能源的发展起到了很大的推动作用。海洋能作为可再生能源之一,具有巨大的蕴含量,我国也出台了相关的海洋能政策规划,但也还存在一定的问题,需要继续改善。目前海洋能政策体系尚未建立,对海洋能政策的理论研究也较少,综述了20世纪90年代以来海洋能政策的战略规划,并从法制和财政两方面分析总结了相关政策,为未来海洋可再生能源政策的制定提供有价值的参考。

Since the reform and opening up, economic development makes the energy demand increase, therefore the ensuing economic and environmental issues are increasingly exposed. Renewable energy is a new energy, which will not be depleted and conducive is environmentally beneficial for the sustainable development. I, in this case our country, there appears a good macro environment which is benefit beneficial to the renewable energy development in China, especially the fiscal policy, which plays a significant role in promoting the development of renewable energy. As one of the renewable energy, marine energy has enormous quantity. China has also introduced a planning of relevant marine energy policy, but there are still existing some problems need to be solved. Currently, the marine energy policy＇s system has not yet been established and the theoretical research is insufficient. This article has discoursed the strategic planning of marine energy policy since 1990s and has summarized the related policies from the rule of law and finance aspect, which will provide a valuable reference for the future establishment of marine renewable energy policy.
