2006—2013年我国主要产煤省域的煤矿安全生产水平评价

Appraisement on safety production level of collieries in main coal-producing provinces in China from 2006 to 2013

针对我国煤炭行业严峻的安全生产形势,为从宏观层面把握各产煤省域的煤矿安全生产水平,从绝对指标和相对指标2个方面建立煤矿安全生产水平评价指标体系,构建煤矿安全生产水平的评价模型。对2006—2013年我国大陆地区25个主要产煤省域(自治区、直辖市)的煤矿安全生产水平进行相对优劣评价,并对评价结果进行分析。结果表明:从整体分布范围上看,我国北部省域的煤矿安全水平优于南部,东部优于西部;从时间变动情况上看,各省域的煤矿安全生产水平在8年中有不同程度的变动,主要表现为维稳型与波动型两种。

In view of serious safety production situation of coal industry in China, in order to understandthe safety production level of collieries in main coal-producing provinces from macroscopic level, the paperestablished the appraisement index system for safety production level of collieries from absolute indexes andrelative indexes, and constructed the appraisement model of safety production level of collieries. After that, itappraised the safety production level of collieries in 25 main coal-producing provinces （autonomous regionsand municipalities） in mainland of China from 2006 to 2013, and analyzed the appraisement results. The resultsshowed： from the aspect of location, the safety production level of northern collieries was superior to that ofsouthern collieries, the safety production level of eastern collieries was superior to that of western collieries;from the aspect of variation with time, the safety production level of collieries in various provinces varied todifferent degree during the eight years, two categories was defined as maintenance and fluctuation.
