跨界水环境整体性治理的理论选择与实践思考

Theoretical Choice and Practical Reflection on Overall Governance of Transboundary Water Environmental

本文认为,跨界水环境治理应从行政区行政向垮行政区的合作治理转变,其实质是从碎片化管理转向整体性治理选择的过程。荔湾区广佛跨界河涌治理为城市间水环境的整体性治理提供了经验。但面对水环境治理中的碎片化困境,仍需从理念、机制、组织、技术等整体性合作层面进一步完善。

This thesis argues that the governance pattern of transboundary water environmental should be changed from administrative cooperation to cross-administrative cooperation,which is a changing process from fractionalized governance to integrated governance.Although experiences on integrated governance of city water environment has been provided by Guangfo transbeundary watercourse governance in Liwan District,faced with fragmented situation in water environment treatment,further improvement must be made in the respect of concept,mechanism,organization,technology and so on.
