北京市某校高中一年级学生对提高烟草税相关问题态度调查

Survey on attitude of grade one students for tobacco tax raising in a Beijing high school

目的调查市区某高中学生对于提高烟草税的支持度,为推动提高烟草税立法提供民意参数。方法以世界无烟日宣传活动为背景,采取方便抽样的方法,采取自填问卷的方式调查188名高一年级学生对于提高烟草税的支持情况。结果调查对象中,支持提高卷烟税的学生占总数的71.3%;50.0%的学生认为卷烟价格应该在现有价格上增加200%以上,71.8%的学生认为不同品牌的卷烟应为不同价格;28.2%的学生支持所有品牌、类型的卷烟价格为同一价格,其中43.4%学生认为这一价格应设定在25元/包甚至更高。31.4%的学生认为提高烟草税可以减少青少年尝试吸烟的行为,有58%的学生认为可以减少低收入人群的吸烟行为,而对于中、高收入人群这一比例显著下降。结论学生对于提高烟草税的支持度较高,多数学生认为烟草税的提升可以减少青少年、低收入人群的吸烟行为。今后应开展全市范围内中小学生人群对于提升烟草税的支持度调查,为今后提高烟草税立法提供依据。

Objective Investigate the perspective of senior high school students on supportting tobacco tax raising, and provide public opinion on tobacco tax raising legislation. Methods Based on world non-tobacco propaganda, convenience sampling and self-administered questionnaires were used to investigate perspective on tobacco tax raising among 188 senior school students. Results 71.3% of students thought the tobacco tax should be raised up, and more than 50% of students held the opinion that price of tobacco should be risen to three times over present level. 71.8% of students thought different price should be set among brands. 28.2% of students believed that tobacco price should be set at the same level. 43.4% students thought that the price should be set at minimum of 25 CNY per package. 31.4% of students convinced that raising tobacco tax could stop them from smoking. 58% of students believed that raising tobacco tax could reduce smoking behavior among low-income group, while it could be no effective among middle to high-income group. Conclusions Most of students supportted to raise tobacco tax for that it could reduce smoking behavior among youth and low-income group. In the future, more surveys should be conducted among the middle schools in Beijing and provide more scientific evidence for tobacco tax raising legislation.
