国外智库建设经验及其对我国知识产权智库建设的启示

The Experience of Foreign Think Tanks and the Inspiration to the Construction of Intellectual Property Think Tank in China

作为现代智库的发源地和国际顶级智库的聚集地,美国和欧盟在智库建设上的成熟经验值得我国借鉴,包括保持智库的相对独立性、"旋转门"机制、完善的内部管理体制等。我国知识产权智库建设应当处理好智库与政府的关系,充分发挥高校和民间知识产权智库的作用,加强交流合作,提升国际化水准,增强知识产权国际话语权,同时创新智库管理体制,激发智库活力。

As the birthplace of modern think tank and the gathering place of international top think tanks, the United States and the European countries have much mature experience in the think tank construction, which is worth learning for China. Maintaining the relative independence, ＂revolving door＂ mechanism, and effective management system are all important for a think tank. In order to construct more excellent IPR think tanks in China, we should deal with the relationship between the government and think tank, give more play ground to the university think tanks and private think tanks. We need to strengthen the cooperation among think tanks, and improve the internationalization level as well as the international discourse power. At the same time, we should improve the think-tank management system and stimulate their vitality.
