长久以来,融资难一直是转变农业生产方式、发展现代农业过程中遇到的梗阻性问题,其根源在于农业生产利润低,银行给予授信的风险相对偏高,缺乏合乎融资要求的抵质押物。农村土地是农民最重要的资产,如何有效发挥农村土地的融资功能,拓展农业贷款抵押物的范围,成为了缓解资金供求矛盾和融资难问题的关键。本文对农村土地承包经营权抵押贷款的创新进展进行了梳理和分析,指出在配套条件等方面仍存在许多不足,需要加以完善和推进。
