空心村问题的形成机制及其治理对策——基于农村劳动力转移的视角

The Formation Mechanism and Countermeasures of“Hollow Village”Problem:Based on the Perspective of Rural labor Transfer

利用农村劳动力转移剖析我国农村的空心村问题,结合我国二元经济与双重体制交织的客观环境,提出农村劳动力转移方式应从单纯的"候鸟式"迁徙转移,转变为部分劳动力实现向城市的彻底转移与其他部分劳动力在新农村城镇化建设中就地转移相组合,并结合空心村的形成机制提出:一方面政府有效引导农村劳动力合理有序转移,通过制度创新实现农村剩余劳动力彻底转移,使进城人口在农村占用的生活用地有效退出;另一个方面,发展农村经济,实现农村劳动力空间、产业与人的配套就地转移,以避免农村人口结构的"空心化"。

This paper focuses on the problem of＂hollow village＂in rural labor force transfer in our country,and combined with China＇s dual economy and dual system of objective environment,this paper also proposes that the way of rural labor force transfer should becomes that a part of the labor force transfer to the city completely,and others are transferred in the local regions in the new rural construction of urbanization of rural labor,instead of the way of transfer like migratory bird simply.Combined with the mechanism for the formation of＂hollow village＂,this paper proposes that on the one hand,the government guides the rational and orderly transfer of rural labor force effectively,realizes the countryside surplus labor force transfer completely through system innovation,and makes the people to go into the cities return the land for living they have occupied in the countryside.On the other hand,develop the rural economy to transfer the rural labor in the local regions by the combination of space,industry and human,in order to avoid the＂hollowing out＂of the rural population structure.
