基于信息伦理的网络暴力现象解读及对策探讨

Interpretation and Countermeasures of Cyber-bullying from the Perspective of Information Ethics

近年来在网络公共领域,诸如网络虚拟的人身攻击、"人肉搜索"、揭露隐私等网络暴力成为中国网络热点,成为人们关注重点,由其引起的暴力行为也令人深思。在匿名的虚拟网络空间里,由于缺乏有效监督管理,因网络行为起到规范作用的道德体系一直处于真空状态,从而导致网民网络失范频发。一方面,必须建立客体的网络伦理规范,加强网络信息管理,制定《互联网信息伦理国民教育纲要》;另一方面,必须构建综合化和基础化的信息伦理教育内容体系,采用多元化的信息伦理教育推动策略,从而达到网络信息治理和信息伦理教育的目的。

In recent years, many cyber- bullying phenomena in the intemet public sphere, such as inter-net virtual attacks, cyber manhunt and privacy leaks, have become hot points concerned widely, and also been seriously thought - provoking because of resulting in violence in our society. In the virtual and anonymous in-ternet space, due to the insufficiency of effective supervision and management, the moral system of supervising internet behaviors has been in a vacuum state, which leads to the frequent occurrences of internet anomie be-haviors. Therefore, on one hand,it is necessary for us to build up the cyber ethics regulation, strengthen the in-ternet information management, and establish ＂National Education Program of Internet Information Ethics＂ ;on the other hand, it is essential to construct information ethics education content system of integration and founda-tion, adopt diversified promotion strategy of information ethics education, so as to reach the goal of internet in-formation administration and information ethics education.
