摘要
为了构建本科教育绩效指标体系,本研究采用数据包络分析模型,基于高校本科教学质量报告,评价非"985工程"的"211工程"高校本科教育绩效。结果表明:"211工程"高校本科办学综合效率明显高于全国高校平均水平,但仍有20%的提升空间;部分高校办学资源投入冗余量较大;专任教师资源不足是影响办学效率的重要因素;高校类型及其所在区域与效率值无显著相关。高校应当实施规模与内涵协同发展战略,提高教育资源使用效益,注重培养高水平教学团队;国家应当构建以第三方评价机制为核心的"211工程"高校本科教育绩效评价体制,全面提高本科教育办学效率。
To construct the performance index system of undergraduate education,this paper evaluate the performance of universities in ' Project 211' but not in ' Project 985',based on data envelopment analysis(DEA)model and annual reports of undergraduate education quality.The results show as follows:the comprehensive efficiency of undergraduate education in ' Project 211' universities is significantly higher than the national average level of colleges and universities;however,there is still a 20% promotion space;running resources have a large amount of redundancy in some universities;lack of full-time teachers is still an important factor that affects the running efficiency;there is no significant correlation between types and regions of universities and efficiency values.The universities should carry out the collaborative development strategy of scale and content,focus on training high level teaching team so as to improve the utilization efficiency of education resources.The state should constitute undergraduate education performance evaluation system among ' Project 211' universities with third-party evaluation mechanism as the core,thus improving the running efficiency of undergraduate education comprehensively.
