The Development Direction of Special Equipment Regulation and Standard System

依据《特种设备安全法》《特种设备安全监察条例》,本文对特种设备法规标准体系框架中每一层次的目标重新进行了描述;根据特种设备安全监察职能的划分,对特种设备安全技术规范进行了重新定义;分析了法规体系现状,并重点论述了法规标准的关系;最后提出了启动《特种设备安全监察条例》的修订、加快推进综合规范(大规范)的建设、建立以核心产品标准为基础的标准体系、推动建立法规标准协调机制等法规标准发展方向。

According to ＂Law on Safety of Special Equipment of the People＇s Republic of China＂ and ＂Administration Regulation on Safety of Special Equipment＂, this paper redescribes the objective of each framework level of regulation and standard system for special equipment, gives the new definition of safety technical regulation for special equipment based on the function of safety supervision, analyses the current situation of regulation and standard system, focuses on the relationship between regulation and standard, and provides the development trend of regulation and standard system for special equipment, such as starting up the amendment of ＂Administration Regulation on Safety of Special Equipment＂, accelerating generating the standard system with the foundation of core of regulation and standard for special equipment. the establishment of general safety technical regulations, standard of special equipment, promoting the coordination
