Export-Import Bank of the United States loan supporting aerospace export items and its implication

根据《1945年进出口银行法》规定,美国进出口银行以提供贷款的方式支持本国航天产品、服务和技术出口,并不断加大贷款力度,不仅有利于美国航天企业进一步抢占市场份额,而且对国际航天贸易产生了深远的影响。从贸易实践和法律规定的角度出发,分析美国和中国进出口银行对航天出口项目提供贷款支持的情况,为中国更好地发展航天产业提供了启示:在国家层面,政府要给予政策扶持和经费保障;在法律层面,要制定《进出口银行法》和规范贷款制度。

According to the rules in Export-Import Bank law in 1945, Export-Import Bank of theUnited States offers loans to support the export of native aerospace products, service and technologies andcontinuously strengthens the loan force. By doing so, it is not only helpful for aerospace enterprises of theUnited States to gain market share, but also exerts a profound influence on international aerospace trade.This paper, based on the trade practice and legal provisions, analyzed the loans offered by Export-ImportBank of the United State and the Export-import Bank of China to aerospace export items and it also pro-vided some implications for the development of China＇s aerospace industry： at the country level, policysupport and financial security should be offered by the government; at the law level, the Export-ImportBank laws should be enacted and loan regulations should be standardized.
