摘要
通过对西部人才队伍数量、结构及分布状况进行统计分析,并对西部各省政府人才管理部门的有关人员进行访谈,分析得出:西部人才队伍建设方面的突出问题为总量不足、结构不合理、人才效能较低;人才工作方面的突出问题是培养开发的本地化和实效性不强、流动配置的市场功能难以发挥、人才激励保障配套措施不完善。为此,西部人才发展应从三方面着手:一是以需求为导向,对西部人才队伍建设进行整体规划;二是以培养创新思维为突破点,加强人才创新能力建设;三是从人才培养开发、人才评价发现、人才流动配置、人才激励保障几方面完善人才工作体制机制。
Through the statistical analysis on the quantity, structure and distribution of talent teams in the western districts and the interviews with relevant people working in the western provincial governments, the author concludes that there exist the main problems of insufficient total amount, unreasonable structure and low effectiveness in the aspect of talent team con- struction, and cultivation localization, low effectiveness, strangled market mobility and imperfect supporting incentive mea- sures for talents in the aspect of talent work. For this, the talent development in the western districts should be set out from three aspects. Firstly, the construction of talents should be planned on the whole according to the talent demand. Secondly, the innovation ability should be strengthened through the breakthrough of cultivating innovative thinking. Thirdly, the institutional mechanism of talents should be improved from the aspects of training and development, evaluation and discovery, mobility and configuration as well as stimulation and security.
