“一带一路”战略支点——基础设施互联互通探析

"要想富,先修路",是我国改革开放并实现经济腾飞的经验缩影。如今,"一带一路"战略规划的实现需要将它推广至邻近的亚欧非等广袤地区,为形成互利共赢、多元平衡、安全高效的开放型经济体系创造必要条件。由于战略互信不足、协调难度大、地缘政治复杂、隐性风险众多以及国内质疑重重等原因,当前基础设施互联互通的状况不容乐观。本文试从建立互信沟通机制、协同沿线各方利益与标准、营造安全环境与信誉约束机制、克服制度与法律障碍以及处理政府与民间关系等方面提出相关建议。

＂Building roads is the base to be rich＂ is the experience of China＇s reform and opening up. Nowadays, ＂One Beh and One Road＂ strategic planning need to be promoted to neighboring Asian, European and African areas, in order to create the necessary conditions for mutual benefits, pluralistic balance, and safe and efficient economic system. Due to lack of strate- gic mutual trust, difficult coordination, complex geopolitics, hidden risks and domestic controversy, the current infrastruc- ture interconnection is not optimistic. This paper tries to make relevant recommendations to establish a communication mechanism of mutual trust, coordinate the standards and benefits of all parties, create constraint mechanism of safe envi- ronment and reputation, overcome the institutional and legal barriers, and address aspects of the relationship between gov-ernment and civil society.
