公共服务视角下德昂族扶贫开发对策研究

Research on Poverty Alleviation and Development Strategies of Underpopulated Deang Nationality in the Perspective of Public Service

扶贫是为帮助贫困地区和贫困户开发经济、发展生产、摆脱贫困的一种社会工作,旨在扶助贫困户或贫困地区发展生产,改变穷困面貌。由于历史文化、自然条件和社会发展等原因,德昂族地区民族经济弱,生产力水平仍然较低,科技教育文化较为落后,劳动者素质不高,基础设施薄弱,社会发展程度低,贫穷面大,扶贫任务十分艰巨。新时期如何加快和推进德昂族扶贫工作,对加强社会安定团结,加速社会主义建设,正确处理民族关系,发扬革命传统,巩固国防都有重要的作用。本文主要以全国唯一的芒市三台山德昂民族乡为例,基于公共服务视角,探讨人口较少民族扶贫开发的问题,并提出了相应的对策。

Poverty Alleviation is a kind of social work that can help poor areas and poor people to develop economy, increase production and get out of poverty. The purpose of it is to assist poor population or poor are- as to develop production and shake off poverty. Due to historical culture and natural conditions, social devel- opment and other factors, Deang region is weak in economic foundation and infrastructure, low in productive forces and social development, backward in science, education and culture, meanwhile, laborers are not suffi- ciently qualified, the infrastructure is weak, the society is not fully developed, and the number of poor people is large, so, the poverty relief task is arduous. In the new era, how to accelerate and promote poverty allevia- tion work in Deang region plays an important role in promoting social peace, stability and solidarity, accelera- ting the socialism building, properly handling ethnic relationship, carrying forward revolutionary traditions, as well as consolidating which is in Mangshi lated ethnic minority national defense. The paper, based on public service, taking as an example, discusses the issue of poverty alleviation and areas and then comes up with relevant strategies.
