随着计算机信息技术的快速发展,网络已渗透到社会生活的方方面面,以计算机为基础的网络文化发展成为影响当今文化生态的重要力量,构建起了一个全新的文化时代。新时代的到来不但给人们带来了更多猎奇、学习、交流的机会,也给传统主流文化带来了一定的冲击。面对如此复杂、多元的文化现象,如何通过法律法规引导、规制和保障网络文化有序传播,推动网络文化朝着法治方向健康发展,是时代向我们提出的要求。

With the rapid development of computer technology, Internet has penetrated into many aspects of social life. Based on computer technology, the development of cyberculture plays a very important role in today’s cultural ecology, and it creates a new cultural era. The new era brings lots of chances of novelty, study, and communication, however, it also has certain impacts on the traditional mainstream culture. In the face of such a complex and diverse cultural phenomenon, it is our task that guarantee network culture propagation in an orderly way and promote the development of cyberculture healthily through the regulation of laws and rules nowadays.
