摘要
PPP是新常态下公共项目建设的有效模式。该文在分析PPP发展背景基础上,对PPP内涵、运作流程、运作模式与实施路径进行了详细的阐述。结合当前PPP发展面临亟待解决的问题,针对性提出了对策建议,以期对PPP发展策略研究起到抛砖引玉的作用。
PPP mode is an efficient public construction project nowadays. Based on the analysis on PPP development background, this paper elaborates in detail its connotation, operation process, operation mode and implementation route. Combined with the urgent problems in PPP development, some measures and suggestions are offered for reference.
