谈“海上新丝路”背景下中国与东盟矿产资源合作

Discussion on Mineral Resources Cooperation between China and ASEAN under the Background of New Silk Road on the Sea

从地缘、资源、经济、合作关系等方面看,中国与东盟各成员国在矿产资源领域合作中具有一定优势。中国与东盟各成员国矿产资源合作面临机遇有:互联互通领域建设加速、经济联系更加紧密;面临的主要挑战有:南海问题争端,东盟各国矿业投资环境差别性大,既有合作制度、机制还有待充分发挥。进一步加强中国与东盟各成员国矿产资源合作的建议:营造安全稳定的地区环境,深化务实合作;根据东盟各成员国产业结构、矿业优势,加强国别合作;充分利用地区内既有的合作平台和机制。

This paper argues that China has more advantages in respects of cooperation in the field of mineral resources than the ASEAN member countries in terms of geography, resource, economy and cooperative relationship. The opportunity China faces in promoting mineral resources cooperation between China and ASEAN member countries are as follows： the pace of interconnection construction has accelerated, and the economic connections is more closely. In addition, the major challenges are： South China Sea dispute, and there are big differences in mining investment environment of Asean countries; cooperation system and mechanism need to be fully fulfilled. On account of this, this paper puts forward some suggestions for enhancing the cooperation, these include： we should devote our efforts to build the safe and stable regional environment, and deepen pragmatic cooperation; enhance our efforts in country cooperation according to mining industrial structure and advantage of Asean Countries; and make full use of regional existing cooperation platform and mechanism.
