加快清洁能源发展促进“两美浙江”建设对策研究

Research on Accelerating the Development of Clean Energy and Building "A More Beautiful Zhejiang,A Better Life"

面对日益严峻的全球气候变暖和生态挑战,大力发展清洁能源已成为各国、各地区的必由之路。浙江省是能源消费大省,煤炭、石油的大量消耗是省大气环境污染的主要来源之一。2014年5月,省委省政府做出关于"建设美丽浙江、创造美好生活"的决定,发展清洁能源、创建清洁能源示范省是建设"两美浙江"的重要内容和关键举措,是推动能源生产和消费革命的重要抓手,其具有十分重要的战略和现实意义。本文基于浙江省清洁能源发展的基础条件和制约因素分析,提出发展清洁能源的战略思路,以及创建清洁能源示范省的路径选择及战略举措,以期早日实现"两美浙江"的美好愿景。

Facing increasing severe climate and ecological challenges, it is inevitable for countries and regions to develop clean energy. As a big energy consumer, large amount of coal and oil consumption is one of the major sources of air pollution in Zhejiang Province. In May 2014, the local government proposed to build ＂a more beautiful Zhejiang, a better life＂, which made clean energy and model province construction become important contents and key measures to realize that goal, as well as important driving force of energy production and consumption revolution, which is of important strategic and practical significance. Based on an analysis of conditions and restrictions for clean energy development in Zhejiang, this paper provides strategic considerations of clean energy development and strategic measures for Zhejiang to become a model province in clean energy, in order to promote the early realization of ＂a more beautiful Zhejiang, a better life＂.
