Facilitating the Investment Climate in FTZ:An Empirical Analysis Based on Multilateral Rules and World Free Economic Zones

便利化是中国自贸区制度试验的核心内容,也是自贸区投资环境的鲜明特征。本文通过对多边规则和世界自由经济区的经验分析,认为我国自贸区投资贸易便利化试验是初步的,进一步的改革创新应关注与高水平国际规则对标,坚持企业导向,并以智慧城市为目标构建基于网络的便利化制度平台。

Facilitation is the main content of institutional experiment in Free Trade Zones （FTZs） and the distinctive feature of FTZ investment environment in China. On the basis of the empirical analysis of multilateral rules and free zones around the world, this paper argues that the experiment of investment and trade facilitation in China FTZs is preliminary, and further reform and innovation should focus on catching up to a high level of international rules, adhering to business-oriented, and building the network-based platform of facilitation system with smart city as the goal.
