城市基本公共服务政策的统筹:基于杭州中心城区的探讨

Overall Planning of Policies of Basic Public Services in China's Urban Areas:A Discussion Based on the City Center of Hangzhou

中国政府分权化成为影响基本公共服务均等化的重要因素。通过杭州中心城区的基本公共服务政策的差异梳理作为案例,分析产生基本公共服务政策差异的原因,着重探讨城市之内市级和区级政府之间分权化对于基本公共服务均等化的影响,可以判断基本公共服务政策差异已经严重制约基本公共服务均等化,需要提高市级和区级两级政府对于统筹基本公共服务政策的认识,理顺两级政府基本公共服务的供给责任,明确统筹基本公共服务的主要任务,建立统筹基本公共服务的保障机制,最大限度调和基本公共均等化和城市政府分权化之间的冲突,切实提高中心城区基本公共服务均等化程度。

Decentralization in the Chinese government has become an important factor affecting the equalization of basic public services. The causes are analyzed by sorting out the differences in policies of basic public services in the city center of Hangzhou. This paper highlights the influences on the equalization of basic public services by decentralization between municipal and district-level governments. It can be estimated that the differences of basic public services have seriously hampered the equalization of basic public services. Therefore, it is necessary to raise the municipal and district-level governments＇ awareness of the overall planning of policies of basic public services, rationalize the two layers of government＇s responsibilities for basic public services, specifically coordinate the main tasks of basic public services, establish guarantee mechanism for coordinating the basic public services, maximize the reconciliation of conflicts between equalization of basic public services and decentralization of urban governments, and substantially raise the degree of equalization of basic public services in the city center.
