智慧城市研究述评与对新型城镇化的启示

A Review of Research on Smart City and Its Implication on the New-Type Urbanization

文章对智慧城市内涵、评价指标体系及国外建设经验做了简单梳理,并侧重介绍国内的建设进展情况。经过梳理后发现,智慧城市建设在国内目前仍处于探索阶段,在实践中很大程度上属于一种政府主导的开发模式,并且更多地停留在技术层面。另外,由于国内研究在理论层面跟进不足,也影响了对智慧城市实践的引导作用。因此,在未来智慧城市建设过程中,建议加强理论层面的研究指导,强化智慧城市建设的风险意识,并结合中国新型城镇化建设合理利用智能技术,探索建设真正"进步的智慧城市",防止出现新一轮千城一面的情况。

This paper makes a brief introduction of the connotation and the evaluation index system of smart city and the foreign experience, and focuses on the construction progress in China. We find that, smart city construction in China is still in the exploration stage at present, and it is in large part a government-led development model staying at the technical level mostly in practice. In addition, the lack of domestic research at the theoretical level also affects the practice of constructing smart city. Therefore, in the future smart city construction process, it is recommended to strengthen the theoretical level of research, increase the risk awareness of smart city construction, and explore the construction of real ＂progressive smart city＂ by rational utili- zation of intelligent technology in China＇s urbanization to prevent the emergence of a new round of thousands of familiar cities.
