粮食安全问题是全球人类发展的根本问题,中国是世界人口最多的国家,中国如何有效实现粮食安全问题显得尤为重要。本文根据联合国粮农组织关于粮食不安全的评价方法和经验数据,检验了20世纪90年代以来包括中国在内的世界粮食不安全率逐步下降的过程,揭示了中国政府在保障粮食安全方面所取得的巨大成就和对世界粮食安全的卓越贡献。重点在分析我国粮食安全新形势基础上,阐述了中国粮食安全新战略的科学内涵,对中国粮食安全战略转变的国际背景和国内条件作了比较深入的分析,为更好实施国家粮食安全新战略从政策层面提出关键着眼点和改革的方向。

Food security is a fundamental problem in the global human development. China is the world＇s most populous country. How can China effectively solve the food security problem？ According to the food safety evaluation methods by the UN Food and Agriculture Organization and empirical data, the paper tests the fact that world food insecure rate, including that of China, has gradually decreased since 1990＇s and reveals the great achievements made by the Chinese government in terms of food securi- ty and its outstanding contribution to the world food security. On the basis of the focus on the analysis of China＇s food security situation, the paper expounds the scientific connotation of China＇s new strategy for food security and makes a more in-depth analysis of China＇s food security strategy in the transformation of the international background and the domestic condition, and proposes key focus and reform direction for the better implementation of the new national food security strategy from the policy level.
