学术期刊出版不端行为探析

Analysis on Publication Misconducts of Academic Journals

以纸质期刊为线索,通过中国知网、万方数据、维普资讯检索,统计目标期刊的不端行为,发现部分期刊存在超越业务范围刊发论文、一号多刊、期载文量过大、增刊出版不规范、纸质期刊内容与期刊数据库收录不符、同一篇文章收录刊期不同、纸质期刊印刷不规范等不端行为;部分网络出版服务机构存在同一数据库收录同一刊号不同版本的期刊、论文检索与期刊检索不符等不端行为。对此提出两点建议:一是出版管理部门要对出版工作加强监管、引导,二是科研管理部门要通过正确引导学术交流、减小行为不端期刊的统计权重等措施,使具有出版不端行为的学术期刊没有市场。

The paper takes printed journals as a clue, retrieves databases of CNKI, Wanfang and VIP, and makes statistical analy- sis on misconducts of object journals. It finds partial journals have the misconducts, such as publishing articles beyond their business scope, one journal number with several journals, too many papers carried, nonstandard publication of supplements, content discrepancy between printed journals and database, one article collected in different journals, nonstandard printing of printed journals; some network publishing institutes have misconducts, such as different versions of a journal collected in the some databases, mismatch between article retrieval and periodical retrieval, etc. The paper puts forwards suggestion as follows： firstly, publication administrative department should strengthen supervision and guidance; secondly, science research authorities should guide academic communication, and reduce the statistical weight of journals with misconducts to make them have no value in the market.
