First, the reasons why the national military standards about reliability, maintainability and supportability need to be innovated and improved are presented. Next, tile advice that top-level parameter models should be established is proposed. Then, the main models of RMS design are introduced. At last, the suggestion that the seminar specific to the proposed theory and models should be convened is offered.
