云南边疆民族地区基层政府行政环境分析与优化——以腾冲县猴桥镇为例

Analysis and Optimization of Grass-root Government's Administrative Environment in Border and Minority Areas of Yunnan Province

云南边疆民族地区的发展问题、民族问题、生态问题、社会安全问题较为突出。基层政府的有效治理和对有关政策措施的创造性贯彻执行对经济发展、民族团结、宗教和顺、社会稳定、边疆繁荣、边防巩固具有重要意义。通过对腾冲县猴桥镇行政环境分析,以正确认识边疆民族地区基层政权组织运行环境特殊性,并在此基础上寻求基层政府行政环境优化的基本方式,探索一条实现边疆民族地区良好治理和科学发展的途径。

The issues of development, ethnic minority, environment and social security in border and minority areas of Yunnan province are prominent. The administration of grass-root government and the implementation of related policies and measures have significant meanings in terms of economic growth, national unity, religious harmony, social stabilization, border prosperity and consolidation. From the analysis of the administration of the grass-root government in Houqiao Town of Tengchong County in Yunnan province, we have a better understanding of the particularity of operation environment of grass-root organization in the border areas. And based on this, we search for some fundamental measures to optimize the administrative environment of grass-root governments and find the way for the good governance and scientific development of the border and minority areas.
