With the constant improvement of road network,road construction has gradually shifted into maintenance and reconstruction of existed roads which gave significance to ＂How to make optimal decision for pavement maintenance with the limited maintenance funds＂. This paper has introduced the application of Monte Carlo model in pavement management system decision process which provided the pavement management decision-maker more reasonable pavement maintenance fund demand and distribution solutions and optimal pavement maintenance decision.
