城市褐色土地再利用障碍评估体系的构建

Evaluation System of Barriers to Urban Brownfield Redevelopment

在城市化迅猛发展、土地资源紧缺的今天,褐色土地的再利用已经成为城市发展过程中的重要内容。本研究在综述国内外相关研究基础上,综合考虑城市褐色土地再利用面临的实际障碍,构建评估指标体系。体系分为法律法规、经济条件、技术手段、本底条件、管理制度及环境意识6个维度,根据每个维度下障碍的特征设计具体的评估指标,采用德尔菲法与层次分析法相结合的方法考虑不同评估因子及其权重。该评估体系可为城市老工业区的工业废弃地的开发再利用提供参考。

Nowadays, with the urbanization and increasing scarcity of land resources, redevelopment of ur- ban brownfield is becoming an important part of urban development process. Based on domestic and foreign research, we considered practical obstacles in urban brownfield redevelopment and the building of its evalu- ation system. The system can be divided into six dimensions： laws and regulations, economic conditions, technical means, the background, management systems and environmental awareness. According to the characteristics in each dimension, specific evaluation index was designed. With the combination of the Del- phi Method and Analytic Hierarchy Method, different assessment factors and their weights are analyzed. In addition, the evaluation system will also provide a reference for the city~ old industrial areas to redevelop industrial wastelands.
