Characteristics and Suggestions of the Development of Natural Gas Market in the Three Provinces of Northwest China

近年来,西北三省区新疆、甘肃和青海天然气市场发展较快,地区性的天然气市场特征在快速发展中逐渐显现,在大气污染治理的推动下,煤改气、油改气的大力实施带动了城市采暖用气、车用气的大幅增长,受区域宏观经济发展的影响,工业用户特别是高附加值的工业用户偏少,同时天然气市场发展中的用气不均匀性强、城市调峰能力弱等问题也值得重视。未来,国家"一带一路"战略的实施将带来更大的天然气需求。为保障西北地区天然气市场健康发展,增强天然气利用对区域经济发展和社会和谐稳定的作用,提出了积极培育天然气利用产业集群,大力发展车用CNG和LNG,加快发展可中断用户,理性推进煤改气采暖,加强城市调峰能力建设等优化天然气市场发展的建议。

In recent years, natural gas market develop fast in Xinjiang, Gansu and Qinghai the northwest provinces, at the same time, regional characteristics of natural gas market show up in the rapid development gradually. Under the promotion of air pollution control, gas instead of coal and oil vigorously implements the driven urban heating by a substantial increase in gas. Influenced by the macro development of regional economy, on one hand, industrial users especially high added value of industrial users less than normal; on the other hand, the nonuniformity of gas, the weak urban peaking capability of natural gas market also deserves attention. In the future, the implementation of the national 'along the way' strategy will bring greater demand for natural gas. For the healthy development of the northwest natural gas market, and enhancing social harmony and stability by natural gas use, this paper puts forward:(1)active utilization of cultivating natural gas by industrial cluster;(2)vigorous development of vehicle CNG and LNG as well as the interrupt users;(3)rational promotion of coal gas heating;(4)improvement of city peak capacity and some suggestions for the optimization of the development of natural gas market.
