摘要 在保障机场管制系统安全运行的前提下,提高机场管制系统的运行效率可以减少航班延误架次,缩短延误时间,疏解机场交通拥堵,同时能够提高整个空中交通管制系统的运行效率,而提高机场管制系统运行效率的前提是对其效率水平进行评估。借鉴人-机-环-管系统思想,基于机场管制系统运行实施过程,选取初始机场管制系统运行效率评估指标,并在此基础上利用主成分分析方法获得机场管制系统运行效率综合评估指标。采用数据包络分析方法中的规模收益可变的两阶段BCC模型来建立机场管制系统运行效率评估模型。最后,通过算例分析验证该模型的可行性。 Under the premise that airport ATC system is safely operating,improving operational efficiency of the airport ATC system can reduce flight delays sorties, shorten the delay time, relieve airport traffic congestion, and improve operational efficiency of the entire ATC system. Evaluating its efficiency level is a precondition for improving the operational efficiency of the airport ATC system. First of all, by using the concept of man - machine - loop - management system for reference, select initial indexes for the evalua- tion of the operational efficiency based on the process of the airport ATC system operation, then using Principal Component Analysis (PCA) method to obtain the comprehensive indexes. Next, the evaluation model of the airport ATC system operation efficiency is established based on a Data Envelopment Analysis (DEA) model which is Variable Returns to Scale (VRS). At last, through a case analysis, the feasibility of the assessment model is verified.
