摘要
对区域管制系统进行风险管理能够保障其运行的安全性,风险识别是风险管理首要环节,其识别结果的有效性会直接影响风险管理的可靠性。运用运行分析法对区域管制系统运行过程进行分析,从人、机、环、管四方面确定潜在风险因素集合。根据区域管制系统运行的特点,以风险发生概率、风险损失和风险监测与控制状态作为识别指标,建立基于TOPSIS的风险识别模型。最后,通过算例验证了识别模型的有效性。
Risk management can guarantee the safety of area control operation, while the first step of which is risk identification, and the results of identification will directly affect the reliability and validity of the risk management. The paper uses the operation analysis method to discuss process of the area control system operation, and establish potential risk factors set from the aspects of human, machine, environ- ment, management. According to the characteristics of the area control system, risk probability, risk loss and risk monitoring and control are regarded as identification indexes, and establishs a risk identification model based on TOPSIS. Finally,through an example to verify the validity of the identification model.
