共生视域下民族扶贫政策评估研究——以湖南省慈利县扶贫评估为例

Study on the Evaluation of National Poverty Alleviation Policies in the Perspective of Symbiosis——Taking the Evaluation of Poverty Alleviation in Cili County of Hunan Province as an Example

慈利县的少数民族人口过半,经济发展相对落后。在2001-2010扶贫开发期间,通过转移支付等共赢手段对慈利县开展扶贫工作,本文从共生关系和扶贫效果两个角度,应用AHP法,根据统计数据和调查研究资料,对扶贫措施进行评估,得出共生关系明显改善、扶贫总体效果显著、人民生活得到改善的基本结论。建议提高扶贫瞄准性,推进农业产业化,加强智力扶贫,进一步优化当地各民族共生界面。

Cili County with more than half of the ethnic minorities, its economic development is relatively backward. During the period of poverty alleviation and development from 2001 to 2010, the poverty alleviation work has been carried out in Cili County by win-win means such as transfer payment and so on. In this paper, from two angles of the symbiotic relationship and the effect of poverty alleviation, the anti-poverty measures are evaluated by AHP method according to the statistical data and survey data. These basic conclusions which are the symbiotic relationships being improved significantly, the overall effect of poverty alleviation being remarkable and the people＇s lives being improved can be drawn from the evaluation. It puts forward some suggestions, including improving the targeting of poverty alleviation, promoting the industrialization of agriculture, strengthening the intellectual poverty alleviation, further optimizing the local ethnic symbiosis interface.
