摘要 "一带一路"国家战略的实现,需要整合和利用沿线地区人才资源,文章运用人力资源梯度推移的理论,通过对沿线西部少数民族地区少数民族人才状况的分析,挖掘出人力资源梯度推移的动力,就是贯彻和落实国家的少数民族教育政策,注重民族教育的"民族性、历史性、超越性、预备性、过渡性、心理特殊性"等特性,构建少数民族预科教育人才培养体系,形成具有人才规模效应、质量较高的人才梯度,同时,有前瞻性地培养西部少数民族地区学生服务家乡、服务少数民族地区的意识和品质,实现西部少数民族地区的人才梯次开发,满足国家战略的人才需求。 To achieve the "One Belt and One Road" national strategy, we need to integrate and make use of human resources along the areas. This paper analyzes the personnel conditions of the Western minorities areas on the belt and road by applying the gradient theory of human resources. To explore the power for echelon development of human resources in these areas, we should carry out and implement the national education policy for ethnic minorities and construct a personnel training system of preparato- IT education for ethnic minority areas based on features of ethnicity, history, transcendence, preparation, transition and mental particularity. Besides, a forward - looking view should be adopted to cultivate the service awareness and quality of students who come from tje Western minority regions and encourage them to serve their hometown after graduation. Only in this way, can the aim of scale - effect and high - quality gradient in talent training for the Western minorities be achieved and the personnel needs of the national strategy be met.
