国内创新集群政策梳理及对广东的启示

Domestic Innovation Cluster Policy and Its Enlightenment to Guangdong Province

创新集群政策是政府引导、激励创新集群发展的重要手段。从国家的创新集群政策出发,比较分析了北京中关村示范区、上海张江区示范区和江苏省苏南自主创新示范区创新集群发展的政策,总结出了在3个示范区中先行先试的试点政策。全面梳理广东省推动创新型产业集群、高新区发展的政策措施,结合广东省的实际经济和创新情况,提出了积极调整政府的职能和定位,充分发挥政府的引导和服务作用;完善创新集群发展政策环境,形成错位发展、各具特色、优势突出的格局;整顿市场秩序,完善开发机制,确保市场公平竞争等建议。

The innovation cluster policy is an important means for the government to guide and encourage the development of innovation clusters. From the national innovation cluster policy of policy of Beijing Zhongguancun Demonstration Zone, Shanghai Zhangjiang Zone Demonstration Zone in and Jiangsu Province Su＇nan Independent Innovation Demonstration Zone development of innovative clusters are compared and analyzed and summed up in three demonstration zone pilot policies. Comprehensively combing the policies and measures to promote innovative industrial clusters and high-tech zones in Guangdong Province, combined with the actual economic and innovative situation in Guangdong Province, this paper puts forward to actively adjust the government＇s functions and positioning, give full play to the government＇s guidance and service role, improve the innovation cluster development policy environment, form the pattern of dislocation development, distinctive advantages, improve the market order, improve the development mechanism, to ensure fair competition and so on.
