摘要
从"人一机"系统的角度,论述了系统行为人的事故频率和系统设备物的故障频率与整个系统运行时间的函数关系,得出系统安全率的一般规律。进一步依据对两种函数关系的分析,有针对性地提出事故预防的两种方法:"3期"安全教育法和"3步"安全检查法。
