对城乡水务项目PPP投资的思考分析

Evaluation of investment to PPP water project in urban and rural areas

通过分析城乡水务行业的技术经济特征,指出水务行业具备开展PPP合作的条件,对常用的几种水务PPP模式进行了介绍,并对当前水务PPP实践中存在的一些问题进行了思考,提出要转变政府观念,开展PPP项目合作应事先评估及风险合理分摊,采用合适的水务PPP采购模式,强调应引入具有社会责任的水务投资合作企业,并对水务PPP合作的案例进行了介绍点评。

Several models of Public-Private-Partnership （PPP） commonly used in water project construction are introduced through analysis of technical and economic features of water industry in urban and rural areas as well as conditions for PPP initiation. Current problems existed in practice of applying PPP model in water affair management are also examined. It is advised that the government shall make changes, conduct pre-assessment for PPP model and sharing of risk in an appropriate manner, select right model for PPP procurement, encourage partnership with investors or partners with sense of social responsibilities. Finally, comments and introductions are made regarding cases in water industry with PPP model.
