南通水利保障能力与经济社会发展协调性分析

Analysis on coordination degree of economic and social development with water security capability in Nantong City

经济社会发展能力决定水利保障能力建设,这是水利发展的动力机制建设问题。水利保障能力促进经济社会发展,这是水利发展的内生机制建设问题。提升水利发展的动力机制,完善水利发展的内生机制,需要对经济社会发展能力与水利保障能力的协调性进行分析。以江苏省南通市为例,应用协调度模型对南通水利保障能力与经济社会发展协调程度进行分析评价,得出南通水利保障能力与经济社会发展属于优质协调型,但与经济社会发展水平相比还略有滞后的结论,并就主要原因和改善对策作了方向性论述。

Performing as a driving mechanism to water development, economic and social development can enhance water support capability. Water support capability can also promote economic and social development. It is necessary to evaluate the coordination degree of economic and social development with water security capability, so as to improve support capability of water resources. Taking Nantong City as an example, an analytical evaluation is conducted by means of coordination degree model. The result indicates that Nantong City belongs to the excellent coordination type, but water security capability is relatively lag behind economic and social development. Discussions are made on main reasons and measures for further improvement.
