Technical appraisal for special O&M projects of Haihe Water Resources Commission

以"管养分离"为核心的水管体制改革理顺了管理体制,完善了运行机制,建立健全了规章制度和社会保障体系,水利工程维修养护工作逐渐步入良性循环轨道。结合多年来工作实际,对水利工程专项维修养护项目技术审查进行分析,探讨审查要点,指出维修养护专项设计报告编制过程中易存在的问题并提出相关建议,以进一步保障工程安全良性运行与效益发挥。

Water management system reform focusing on ＂separation of management and O＆M （operation and maintenance）＂ can not only rationalize management system and perfect operation mechanism, but also fill the gap of existed regulatory system and social security, in order to enter into a track of virtuous circle for 0＆M of water structures. Key points for technical appraisal of special O＆M projects directly under the Haihe Water Resources Commission are raised based on over years of working experiences and practice. Problems commonly existed in preparing of design and special reports are examined by providing suggestions so as to safeguard sound operation and benefit generation of water projects.
