发展公安高等教育应着力提高科研水平

To Improve the Level of Scientific Research in the Development of Higher Education of Public Security

当前我国公安院校科研实力普遍较弱,已成为制约公安教育发展的一块短板。要有效解决这一问题,必须秉持正确的教育理念,将科研作为搞好教学的前提,拆除横亘在教学与科研之间的高墙,实现教学过程科研化,科研过程教学化;创新科研管理制度,解决阻碍科研发展的深层次管理问题;改革科研绩效考核机制,激发教师的科研积极性和创造力;鼓励扶持建立群众性学术机构,充分发挥学科带头人的作用;建立完善的科研成果转化服务体系,促进科研成果转换为公安实际战斗力,以此提升公安院校的科研水平,推进公安院校的综合实力。

The weakness of scientific research ability has become a short slab restricting the development of public security education. In order to effectively solve this problem, we shall prioritize scientific research as the precondition of teaching, adhering to correct concept of education; try to effectively combine teaching process with scientific research by eliminating the obstacle between both of them; innovate scientific research management system to resolve deep - seated management problems obstructing the development of scientific research ; encourage the establishment of mass organizations of academic institutions and give full play to pace - setter in scientific research; reform performance evaluation mechanism of scientific research in order to stimulate teachers＇ initiatives and creativity; establish scientific research achievements service system which can be used to convert scientific achievements into actual combating capability in public security work, in order to upgrade the scientific research and comprehensive strength of public security universities and colleges.
