Global Air Traffic Managenmen (ATM) Operational Concept and Its Enlightenment

我国作为国际主要航空大国之一,应积极响应国际民航组织(ICAO)提出的全球空管一体化理念。阐述了ICAO全球空管一体化运行概念,并介绍了美国、欧洲和独联体空管一体化运行概念、实施步骤以及关键技术等。通过总结世界主要国家和地区空管一体化的共性特点,描述了我国空管一体化总体构想、能力和系统组成,最后提出了我国实施空管一体化的6点启示。

As one of the major aviation powers,China should give positive response to global air traffic management(ATM)operational concept proposed by international civil aviation organization(ICAO).The ICAO′s Global ATM operational concept is clarified.Then,integrated ATM operational concepts,implementing steps and key technologies of the United States,Europe and Commonwealth of Independent States are introduced.The common features of integrated ATM in world′s major countries and regions are summarized.The overall vision,capabilities and system components of China′s integrated ATM are described.Finally,six aspects of enlightenment for implementing China′s ATM integration are proposed.
