地震安全性评价管理工作中有关问题的讨论

Discussion on the problems of seismic safety evaluation supervision

提出地震安全性评价监督管理中的一些问题,对安评中有关概念作了解释和说明,梳理了安评与有关标准的关系,重点讨论了安评法律条文表述、范围扩大化和结果使用等问题,分析了问题产生的原因。在问题讨论的基础上,就维护防震减灾法律权威性,依法提高安评监管水平等,提出了建议。

This paper puts forward some problems in seismic safety evaluation supervi-sion and management.Some concepts related to the seismic safety evaluation are explained and illustrated.The relationship between the seismic safety evaluation and relevant standard are identified.The law,expanding of the scope and results of seismic safety evaluation are discussed particularly.Based on the above discussion,suggestions on how to maintain the authority of earthquake prevention and disaster reduction law,to improve seismic safety evaluation supervision level under the law are put forward.
