提升县域创新能力对我国城镇化建设特别是农村就地就近城镇化建设具有非常重要的推动作用。县域创新能力主要由创新环境、创新条件和创新服务体系等多种因素构成。在新型城镇化建设背景下,推动高新技术成果转化和让企业成为创新主体是县域创新能力建设的难点与重点。推进县域创新能力建设需要营造良好的县域创新环境,整合并充分利用现有的科技资源,建设具有县域特色的产业集群,培育和引进创新科技人才,构建科学、动态的评价指标体系。

Promoting the county innovation ability has an important significance to the construction of urbanization, especially to the rural urbanization construction in situ or in the vicinity. County innovation ability is mainly determined by innovation environment, innovation conditions,innovation service system and other factors. To promote transtormation ot high- tech achievements and make enterprise innovation subject is the emphasis and difficulty of county innovation ability construction under the background of new urbanization. To advance county innovation ability construction we should create a good county innovation environment, integrate and make full use of existing resources of science and technology, construct industry cluster with county characteristics, foster and introduce innovative scientific and technological personnel, establish a scientific and dynamic evaluation index system.
