本文以纵向时间的角度,通过对中国现代化各个阶段的社会经济与交通运输总结,分析了在各阶段运输的发展状况和代表性的交通运输政策,得出在现代化起步阶段无成型的运输政策,局部现代化阶段则形成初具系统的交通运输政策,全面现代化阶段运输政策已经与市场经济体制接轨,走上理性轨道的结论。由此证明市场经济体制能确保运输政策符合经济规律。

In the longitudinal time point of view, the paper analyses the development status and representative transport policy in each stage with the social economy and transportation in the process of modernization of China, coming to the conclusion that the initial stage of modernization is without the transport policy, transport policy system is formed in local modernization stage, and transport policy has been in line with the market economic system in the comprehensive modernization stage, following a rational track. The market economy system should ensure that the transport policy in line with the economic laws.
