快速城市化和机动化发展趋势下,交通拥堵逐渐成为城市规划和可持续发展面临的重要问题。各国城市采取不同的措施积极应对交通拥堵带来的能源消耗、环境污染和健康等挑战。本文首先回顾城市交通拥堵特征及其负面效应,进而从空间结构、土地利用、城市设计、信息技术和交通政策等多维度介绍应对城市交通拥堵的规划、税收和技术等策略,最后简要评述城市交通拥堵多维度治理策略。从综合性和多维度的视角理解交通拥堵及其治理策略,为交通规划政策提供参考,提升交通拥堵治理的效果。

Urban congestion has increasingly become challenges for sustainable development all over the world, and diversified strategies are employed to cope with urban congestion. This paper firstly reviews the characteristics and potential effects of urban congestion, and then introduces multidimensional solutions to reduce urban congestion, such as planning, tax and technology strategies. Finally, it gives criticisms on current transport planning and management policies to reduce urban congestion. The results would provide potential implications for urban congestion in urban China.
