MSM中艾滋病宣传教育和督导评估工作现状

A survey of advertise and M&E among MSM

目的了解参与对男男性行为人群(MSM)艾滋病干预工作的人员,对当前MSM宣教和督导工作的看法,从而为制定艾滋病防治策略提供依据。方法通过问卷调查和访谈的方法,对22名参与MSM艾滋病干预工作的社区社会组织负责人、各级疾病预防控制中心工作人员进行定性调查。结果调查的22人中,多数被访者对目前MSM的艾滋病宣教工作评价为"中等满意",但宣教深度不够;而对督导与评估机制的建设评价为"中等及偏差",反映出评估与督导体系缺乏系统性、客观性、可操作性等。随着艾滋病防治工作的深入开展,早期的宣教策略及措施需适当调整。对大众人群宣传教育应分层开展,同时,根据不同人群的特点,适度加强艾滋病危害性及严重性的宣传。结论应增加宣传频次,提高艾滋病咨询检测的可及性;做好顶层设计,在国家级层面建立社区社会组织参与艾滋病防治的评价体系。

Objective To understand the opinions of men who have sex with men（MSM）for HIV/AIDS advertise and ME among MSM and to provide best practices and strategies for the future work.Methods Tweenty-two CBO or national CDC staff who had involved in MSM intervention activities were investigaed through qualitative questionnaire survey and interview.Results The study showed that most of respondents think the current MSM advertise mission depth was not enough.ME system was imperfect which meant the evaluation and supervision system was lack of systematicness,objectivity and operability.Prevention strategies should be adjusted to adapt to the existing prevention and control work＇s requirement.The publicity and education to general people should be divided into different level with an highlight of unexposed MSM.At the same time,advertisement of the harm and severity of AIDS should be stengthened and awareness of self-protection should be increased based on the characteristics of different groups.Conclusion It is important to increase the advertise frequency and improve accessibility of AIDS counseling and testing.Evaluation system of AIDS prevention and control at national level should be established to assess community-based organizations.
