摘要 我国面临严重的洪涝灾害和水资源短缺问题,而城市的不合理建设造成环境失衡进一步加剧,建立完整有效的水安全治理系统至关重要。为缓解快速城市化过程中的水资源问题、促进水资源的可持续利用,我国融合最新雨洪利用与管理理念,从城市规划层面提出海绵城市理论。简略介绍海绵城市的内涵和发展历程;研究国家政策及地方城市的建设实践;结合海绵城市建设中的具体技术,从宏观、中观、微观三个层面进行案例分析;总结在海绵城市建设过程中的经验与教训,并提出改进意见,为以后的城市建设提供借鉴。 China is facing severe floods and water shortages, and the unreasonable construction of the city has caused exacerbated environmental imbalances, so to establish a complete and effective water safety management system is crucial. To ease the problem of water resources in the process of rapid urbanization, and promote the sustainable utilization of water resources, China integrates the latest rainwater utilization and management concepts, and puts forward the sponge city theory from the aspect of urban planning. This paper briefly introduces the connotation and development of sponge city, research the national policy and construction practice of local city, carries out case studies from the macro, meso and micro levels combined with the concrete technology of sponge city construction, summarizes the experience of the sponge city construction, and puts forward suggestions for improvement, which provide reference for the future city construction.
