外资流入与资源型区域主导产业升级──以山西为例

Foreign Capital Inflows and the Resource-Based Regions' Leading Industrial Upgrading——A Case Study of Shanxi Province

特定体制框架下的路径选择使资源型区域不同程度地陷入"资源诅咒"困境,长期依赖资源产业体系支撑当地经济发展的粗放模式难以为继,开放条件下借助外商直接投资(FDI)推动主导产业升级是破解区域发展困境的关键。从产业链的视角切入,以山西作为资源型区域的典型代表,利用1992—2012年的时间序列数据考察外资流入对山西煤炭业升级的影响,结果显示:山西省技术创新作为FDI与产业升级的中介变量,起到完全中介作用,即FDI流入山西后,通过促进区域资源产业技术水平提升,最终实现主导产业转型升级。

The path selection which under the framework of specific system makes the resource-based regions be up against the development dilemma. This economic development mode which only depends on resources industry system is difficult to continue. Under the open conditions, the key point to solve the development predicament is to make use of the Foreign Direct Investment （FDI） to promoting the upgrading of leading industry. From the perspective of industry chain, we use Shanxi as a typical example of the resource-based region, and this paper test the degree that the inflows of foreign capital accelerate the upgrading of Shanxi＇s coal industry by using the data which is from 1992 to 2012. The results show that： as a mediating variable between FDI and industrial upgrading, the technological innovation of Shanxi plays full intermediary role. After flowing into Shanxi, FDI enhance the technology level of resource industry, and the leading industrial transformation and upgrading will realize.
