贫困地区新型农业经营主体培育研究

Research on Cultivation of New Type Operators in Agricultural Sectors of Impoverished Area in China

依托优势资源,发展特色产业,培育新型农业经营主体是带动贫困地区农牧民脱贫致富最便捷、最有效的路径。专业大户带动,发展合作经营,产业化带动和实用技术人才培养是贫困地区发展新型经营主体和脱贫致富的主要模式。但当前新型农业经营主体发展中普遍面临人员素质不高、资金需求难满足、政府扶持力度小等问题。因此,应通过增加扶持项目、加强技术培训、拓宽融资渠道和完善地区联动,加快贫困地区新型农业经营主体培育。

Based on local superior resources, developing characteristic industry, and cultivating new type operators in agricultural sectors is the most efficient way which can help poor farmers and herdsmen getting rid of poverty. In impoverished areas, there are four kinds of patterns which can promote the development of new type operators in agricultural sectors. These patterns are relying on professional large scale farmers, developing agricultural cooperation, cooperating with agricultural products processing enterprise, and training practical technicians. The development of new type operators in agricultural sectors is restricted by some problems, such as the low quality of personnel, lack of funds, and the inadequate government support. In order to accelerate the development of new type operators in agricultural sectors of impoverished areas, it is necessary to take some measures including support project, strengthening technical training, widening financing channel and strengthening regional cooperation.
